[wp-hackers] where to submit a theme patch?

hi! i'd like to submit a patch to a theme that's written by automattic and
hosted on the themes trac: http://themes.trac.wordpress.org/ . i'd open a
new ticket there, but my (normal user) account evidently doesn't have
permission. i started to open a ticket on the core trac,
http://core.trac.wordpress.org/ , but that didn't seem right.

does anyone know what i should do? thanks in advance!
