[wp-hackers] Weird wp-cron.php erorr.

Every once in a while, I get this error on my local host:

http://localhost/ic/wp-cron.php?doing_wp_cron=1382034056.3116404541851806640625)
[<a href='function.fopen'>function.fopen</a>]: failed to open stream: HTTP
request failed!

And when I refresh the page, it goes away.

It usually happens at first visits for each day. But it sometimes happen a
few times a day. 99% percent of the time, I do not experience it.
But I do expereince it 100% of the time for the first visits of the day.

What could be the cause of it?
