Maybe a shell script run on cron?

Not sure if wp-cli does this

Is there a way I can hook into the import/parser to import an XML file
stored locally (to the WordPress install), rather than having to manually
upload a remote file?

I would like to use this for:
1. Creating default sets of data via the admin screen.
2. Creating default sets of data on network site creation.

The main purpose of this is to create a demo site (that gets deleted and
rebuilt regularly).
