Nope, you can't add plugins to WordPress.com. We do offer a bunch of widgets
and other features in the form of plugins that we manage, but users can't
add their own. Although we're receptive to ideas for features (see
http://en.forums.wordpress.com/forum/ideas), our roadmap isn't driven by
such requests. Still, it can't hurt anything to leave your feedback there.
