[wp-hackers] '...', #8230; or hellip; ?

Today I browsed through some core files and noticed that WordPress is 
using all versions of ellipsisses (correct plural?): poor man's ellipsis 
('...'), #8230; and hellip; throughout the code - not very consistent. 
Before creating a ticket I would like to know if the consent is to use 
"…" instead of the others.

(I omitted the "&" characters to avoid interpretations by the reader 
software.)
