[wp-hackers] Too much translation files

Before suggest this in Ideas, I want to ask you, there's no way to avoid plugins and themes to send all translation files with it?

I noticed that some themes and plugins comes with a bunch of translation files (i.e polldaddy) why not sent only the one matching the locale? At least for when downloading through WP panels.
