The edit screen is the same as it is for any post type, so taxonomies show their usual metaboxes based on whether it is hierarchical or non-hierarchical. The modal – which, again, is not Thickbox – shows a single line input with any assigned terms appearing as comma-separated slugs. So, I repeat: that is the correct result.
