[wp-hackers] Making sure wp term relationships records are unique

Which  WordPress function is used when associating wp_ term_taxonomy IDs
with the wp_post IDs with PROGRAMMATICALLY.

And does that function have internal mechanisms to make sure that no
duplicate entries are allowed when being triggered programmatically.

Here of course I'm not talking about wpdb->insert - which will surely allow
duplicates unless mysql table is configured properly.
