How about a separate web service that plugin devs could submit their plugin to with an API that allowed devs to optionally allow ratings from within wordpress admin? Would have to tie down votes per ip address to save the hassle (from a users point of view) of authentication.
That way it could be kept separate from .org and if it was used widely enough and was of an acceptable standard it could be introduced to a plugin's .org page. It would be simple enough to associate a plugin to its .org URL.
Any of us on here could probably knock up such a thing and I would be well up for doing it if people think its a good idea?
