[wp-hackers] Reviews for Plugins

I would be more then happy to spend some time working on something like this (see attachment).  I haven't really worked on the Core before though and anyone that knows about this and wouldn't mind e-mailing offline would help.  I think my biggest issue would be how to interface with the repo rating system itself.  I am not sure if there is any sort of interface for 'remote' votes on there.  I don't want to clog this list with a discussion if it seems what is really stopping something like this is for someone to 'just do it'.  

If anyone out there is experienced with the core and wouldn't mind providing guidance to me on this I wouldn't mind putting in the work.
