+1 for this in theory.
I like the idea of having rating option say on the plugin listing row. But then again if I manage half a dozen sites I don't want to be bothered to rate a plugin on each site. You can see how this would exponentially cause issue as well as possibly false ratings.
the one good thing I like about it is potentially when the user rates the plugin then the 'hook' would know what version of WordPress they are running. Many times I get comments about my plugin not working on some latest WP version. Only after contacting the reporting user do I find out they did select the correct WP version when providing the rating.
