Netbeans is my favorite but their current 7 beta is broken a lot. Great code complete, collapsing/folding code, XDebug integration, SVN (I haven't figured that out yet) etc. Code complete includes WordPress functions and the PHPDoc explanations. It gets my vote, but I haven't tried "everything".
