[wp-hackers] Allow Site Admins to Edit Users

Thanks for the reply Alex.
I've tried adding that capability to site admins. It gives them access to
the Network Users page but they still can't edit them. Gives error "You do
not have permission...etc..."
Ideally I'd like site admins to be able to just edit them via the standard
users list pages.
