[wp-hackers] hide-if-no-js... what's the point? is wordpress functional without javascript?

I encounter this class here and there in the source. So it brought me
a question - can WordPress actually operate with JavaScript turned
off? I tried and it surprisingly does to some extent. But then...
what's the point?
