[wp-hackers] have a question about wp-admin/custom-header.php

I'm looking at the class and it's showing step() to default to 1

However, the issue i'm having on my WPMS is that after the first time going into the custom header, if I try to go back into it, it locks up the page 

*unless* I add &step=1 to the end of the url line

Is the value for step being saved someplace?
