Absolutely true!  This isn't at all about the time it takes to do the 
coding.  As Otto said 32 messages earlier in this thread, the issue is 
the need to adhere to the development cycle and release management.  
Jealously protecting the quality of a release, in the days before it 
goes out, is one of the hardest things to face as a software engineer.  
Lack of process is part of why many open source projects wither on the 
vine. I think WordPress's ongoing struggle to impose a release cycle and 
and adhere to these processes is one of the reasons for its success.
