[wp-hackers] I don't like the new welcome screen

The WordPress UI (of which the welcome is part) is largely designed for
the people who use it, not for the people other people hire to do setups
for them. Consultants who are doing setup for other people obviously
don't need (or in most cases want) the welcome box, but they are capable
of just turning it off. For that matter, users can also click dismiss
the one time without a great deal of hardship.
