[wp-hackers] wp-hacker -> wp-docs

There is a tag and a report http://core.trac.wordpress.org/report/36 in trac for needing codex work. But it reality the codex is so large that that would be difficult to do. The change you mentioned happened some time (like 2 months) ago in trunk (the in-progress version).
