[wp-hackers] Anything like a Plugin Framework?

Has anything been created like a plug-in framework? You know like:

 

1.       A set of functions that will be very useful for plugin development
and those that couldn't get into the core.

2.       Pre-defined init function

3.       Predefined sample admin interfaces

4.       Pre-defined sample cron jobs

5.       Pre-defined sample content-types (I know I am pushing it J)

6.       Pre-defined sample post meta-boxes

7.       Pre-defined sample widgets

8.       And so on.
