A code submission policy has no relevance to the copyright license except in
one respect - that anyone contributing code states that they agree to their
code being used licensed GNU/GPL as part of WordPress. They don't have to
personally agree with what the GPL means, or its interpretation, as long as
they signify that they understand WordPress is licensed under the GNU/GPL
and their code will be too (should it be included).  If they don't want this
then they don't submit their code. Simple.

ps. A developer can contribute GPL code to a project and also use that same
code in their own work under a different license. A code submission policy
!= copyright assignment.
