I still thin it wouldn't belong in the HTML editor. That said, there is
an analogous example: embedding media files. In the Visual editor, there
is a button for image insertion in the WYSIWYG toolbar. In the HTML
editor, there is a button to create an img tag. However, both have
access to the fuller-featured media uploader that is accessed by
clicking the icons ABOVE the actual editor toolbars. If we want to
create parity in the Visual/HTML experiences, then the answer probably
should be to put linking on the same level as inserting media files at
some point, rather than hijacking the HTML editor's URL entry popup.
