[wp-hackers] Style.css calls the shots?

This quote is from the Smashing Magazine's Book Beyond the Blog by
Thord Daniel Hedengren ( page 58 ) - which is excellent book by the
way.
I find it odd to think that it is the style sheet that tells WP what
the theme is. Aren't all themes have one and only one style.css (that
is /wp-content/themes/aTheme/style.css), and every theme's name is
always the name of the containing folder. Why do we need this ( Theme
name: The Theme ) at the top of style.css one wonders....
Why does WordPress need to grab what the theme is from the style sheet?
