[wp-hackers] Duplicate License File in @package WordPress found

Bundled themes have always been shipped with @package WordPress and
@subpackage with the name of the theme. We use subpackage tags throughout
core as well to denote particular APIs.

> WordPress right now ships with two times the same license file

The GPLv2 license is included in Twenty Ten in part because it is a distinct
entity and will exist on wordpress.org/extend/themes/ by the time 3.0 is out
the door. Core is licensed GPLv2, as is that particular theme.
