[wp-hackers] Missing PHPDoc @since Tag in Some New Functions

Hi,

Is there a reason why some functions [1] are missing the PHPDoc @since
tag?

I started to add them and then thought perhaps there was some reason for
them being missing. I'm adding the new functions to the Codex Function
Reference and I use the inline docs as a base.

I can add a Trac ticket to "fix" omitted tags, but I didn't want to make
the effort if there was already a plan in place.

[1] Currently, I am working on the /wp-admin/includes/plugin.php
     WordPress file.
