I agree, I think the reason there is so little use of the roles and
capabilities API is because it is so poorly (read: "not") documented. There
is this: http://codex.wordpress.org/Roles_and_Capabilities but that meerly
lists the existing setup of roles/caps, not how to use the API to modify the
roles.

I don't think the lack of use of this by plugin developers is a sign that it
is any less necessary.
