I was able to duplicate this on several installs. 1. Create a Taxonomy and assign it to only attachment:image 2. wp-admin/media.php?attachment_id= no longer shows the taxonomy. 3. Edit Post wp-admin/media-upload.php?post_id= iFrame no longer shows the taxonomy 4. The taxonomy listing page in the front end returns no results.
