it's also a term used by the icann and registrars when they're about to
release a new tld into the world.. it's basically there to say "time
period where everything is getting setup and in order"

The use case with ICANN is that this period makes sure that people can't
buy apple.newtld etc, trademark holders, and people who have a
legitimate use of a .com, .net, .org get first dibs to buy the new tld.
