[wp-hackers] creating new menus

Thanks Mike, was not apparently the nav-menus source file i looked at
before.

I managed to create menus, register locations, ect. only thing that I
couldn't managed to get working was assigning the menu locations, if empty,
the proper menu I created.

Both my menu names and locations use the same names, so I tried all kinds of
stuff to get them to mesh, but I kept getting a warning/error because of
this,     return (!empty( $locations[ $location ] )); Something about
illegal offset on empty or isset.  Returning like this is new and strange to
me haha.

   // my menus & locations = Top', 'Header', 'Footer'
    if ( has_nav_menu( $location )) {
        $locations = get_nav_menu_locations();
        return (!empty( $locations[ $location ] ));
    }
