I could be wrong but didn't Matt M create installer profile functionality at
the CMS Showdown at SXSW last year?
If so is that code around to work off of?

That's an interesting idea Ptah. I'm thinking I might be able to make a
plugin that exports everything into a single archive file. The unzipped
archive could be loaded somewhere, a specific PHP file could be run, and
it would take care of the rest.
Does that sound promising?
