Otto,

I am generating my Javascript through a separate php file to not mix
pure php server side code and client oriented JS in php. This separate
php file isn't included with a require_once, it is included through
the enqueue_script called for target pages. This ensure that the JS
code is generated only for this page and not for all admin pages.

sure if it works for the frontend as well.
