I personally use Eclipse with PDT, but I am not sure what your actual
idea is but if you can do a plugin which can help people to get list of
actions/hooks and filter working with Intellisence would help a lot in
development of plugins.

I have another idea for GSoC 2009 which is to develop Eclipse plugin to
help people create their own WordPress plugin. I'd like to know how many
PHP programer especially WordPress plugin developers who use Eclipse and
phpeclipse/pdt. Will this project be advantegous?
