Tutorials. Nothing but tutorials on specific sections of WordPress and
the internal functionality.

If somebody searches for a function name, then they don’t need the
details about that function, or even minor little examples of using
it. What they need is an article that puts that function in context
with the rest of what they’re trying to do.

Give people that, encourage people to create those (and lets face it,
writing a tut is way simpler and more fun than writing documentation),
then you'll have something of value.

Also, lots of ppl already create these, they just put them on their
own blogs. Make a centralized site, let people contribute tuts to it
(even their pre-existing ones). People will do it. Mostly for the
fame, but that's as good a reason as any. :)
