[wp-hackers] Moving Users to a New WP Site

Hello,

I would like to copy / move all the users from one instance of Wordpress to another. 

Is it enough to just copy the data in the 'users' and 'usermeta' tables?

Or, is there any concern with anything specific to the existing WP site, such authentication keys in wp-config or values in the options table?
