Not so quite.
Everyone seems to be missing the fact that the functionality suggested is  
*inserting the short options page as a row on the plugins page*; utilising  
the Plugin action links which you linked to.

In my opinion:
  * A Row in the plugins table for a single once-off thing such as a API  
key could be allright.

  * Adding a Configure or Settings link in the Action links as per  
http://striderweb.com/nerdaphernalia/2008/06/wp-use-action-links/ should  
be done by all plugins, Infact, There should even be an API for that IMHO.  
It shouldnt be used as a replacement for a Menu item, rather be used in  
combination with a menu item, That way users can go via the plugins page,  
or directly via the menu structure.
