Interesting, your PHPO tool is enough for most plugins I guess.

But for more complex needs (user access control, multiple po), there are

Pootle (from Sourceforge), http://translate.sourceforge.net/
and entrans (a PHP solution). http://sourceforge.net/projects/entrans

I don't like Pootle too much as I am not familiar with Python and
found it hard to customize.
