Yay, for difficult clients.

I think your best bet would be to use jquery to hide the normal hour
box and add a new textbox and an am/pm checkbox both with onchange and
onselect actions (better yet, maybe the whole slew of them). Then when
he edits the checkbox or the fake hour box, update the hidden one.
