This isn't perfect by any means... li value is deprecated.

I was reminded a few minutes ago that I have always hated tag clouds.
I jumped in because I am a data guy and I hate seeing good data go to
waste but I don't use tag clouds so it doesn't matter to me how you
mark them up. I withdraw. As you were. :-)
