I disagree.

Sharing the mock ups with everyone wouldn't have achieved much except
causing a large mailing list thread containing the many different
questions/issues people had about the new design.

Getting a working system in front of people is much more important.

The best feedback on the new admin design from the community can only be
given once it is implemented - so that you can see how it works.
