Your best bet it to do a full checkout, and then if anything is
"checked" out, use your SVN program to delete it and commit the the
changes. Then recreate the folders, as Jacob suggested. It should
work.
I'm talking from personal experience, I had to recreate my SVN
structure several times when I first started.
