[wp-hackers] Problem installing 2.6.5 or 2.7 clean under IIS

I am running into an issue which I first saw with 2.6.5.  I do most of
my development using VMware on my lpatop.  I have virtual machines
configured for Linux, Vista, and XP and tend to do most of my work in
the XP environment and then validate it with Vista and Linux.

I am setting up a new development VM for some theme work I want to do
and want to install a clean WordPress installation using IIS, MySQL
5.x and PHP5.x.  When I run the WordPress installer, I get the
"Welcome to the famous 5 minute installer ..." message and I fill in
the dialog boxes and click the "Install WordPress" button (which if
you hover on it shows "install.php?step=2".  I would expect the URL to
be "wp-admin/install.php?step=2".  Well, it fails in both 2.6.5 and
2.7 but works with 2.6.3.

The only way I have been able to install a clean version of WordPress
is to install 2.6.3 first and then upgrade to either 2.6.5 or 2.7.
Seems like a bug to me but wanted to find out if maybe it was unique
to running it under Windows.  Anyone else run into this?
