Actually it's much older than that, almost three years:

It would be a waste of time to recall the discussions between Matt,
Ryan, and myself about the schema and logic. We reasoned it out and
this is what we came up with. It worked in the context of
1.6-ALPHA-2-still-dont-use and it works today under almost all
circumstances.

Anyone who would like to remove GUID dependence and codify the upgrade
logic has my blessing.
