About multilingual wordpress,

I made a plugin specifically to provide authors to translate their blogs
in as many languages as they want.

You can translate everything in : tags / categories / posts / pages

It's called ZdMultilang and available on Wordpress extend, or on my
blog.

There are probably some things that need corrections, and I'm publishing
and making improvements quickly
