[wp-hackers] is_front_page should have it's own template file

I wouldn't call it front.php because front-page.php has "page" in its name
which - sortof - clarifies it is for *page* and not for *index* (while
home.php _is_ confusing - but unfortunatly can not be changed into
front-index.php for compatibility reasons...)
