When a majority of hosts ditch PHP 4.

As irritating as PHP 4 is, a lot of hosts still use it, and it is not
worth irritating WordPress users just because their hosts are "bad."
Kind of like switching all the gas stations to hydrogen stations
overnight. It would be the car manufacturer's fault for building cars
that run on gas, but there is no reason to alienate your customer.
