I think it can be either. I always develop with standards in  
accessibility in mind.

The hidden goal of the plugin is really to have an admin lite.

The CSS/JS level presentation can enhance/customize the user  
experience based on the browser's capability, but should never make  
the core functionality.

Therefore, you end up with a light interface than can probably be  
accessed from a POS like my Motorola v551 (pre-RAZR) by being served  
an even lighter stylesheet and no JS (ignored), an iPhone/Pod using  
iUI (very specific user-agent), another webkit-based device, a  
Blackberry, etc.

But I do think the immediate goal is the iPhone/Pod, given the cool  
factor and the us-too factor which WP can only benefit from (or  
rather suffer from if not tackled).
