[wp-hackers] How does code make it into core?

To my experience (since I am on this list, and excluding my 2.3
release-discussion) the code goes into core if the core-devs think it
should or are in a good mood. Unfortunately the opinions of "lower" devs
like plugin-devs don't count too much.
