If you only want it in English, I think the simplest is:
<span class="entry-date"><abbr class="published" title="<?php
the_time('Y-m-d\TH:i:sO'); ?>"><?php strtoupper(the_time('F j, Y')); ?
></abbr></span>
Let me know if you want the multi-language version.
