[wp-hackers] the_excerpt should have parameters

Wow! That looks perfect. Though IMO it shouldn't be a plugin. In the  
ideal situation it should be in the root, but even if not, i'd put it  
in the theme's functions.php for the theme using it (so the theme  
doesn't relay on a plugin to work, which is never too good,  
especially not for something basic like this.)
