I think a shift to '3' ought to be accompanied by a significant
rearchitecting, with all the attendant downsides and advantages.
There ought to be a lack of hindrance on the part of the devs in
breaking old functionality in pursuit of better performance, new
features, etc.

Just my 2 Euro pence.
