Making skins well-formed is the responsibility of the skin author, not
an HTML filter. As for a plugin for blog posts, see:

Once again, I'm soliciting comments: I want to know that it works
reasonably well and plays with other plugins before I package it into
the HTML Purifier plugins/ directory.
HTML Purifier could be similarly applied to blog comments and other HTML
content, but the plugin doesn't do that yet. It would also be really
nice if the original HTML was preserved, and the purified HTML was
cached in the filtered column, but I don't know how to do that either.
Plus it might collide with the Preformatted plugin.
